sqlOuterLimit is a context parameter that allows the number of results to be
restricted to the value specified. This is also allowed for insert and replace
queries, however, this currently would restrict the number of rows inserted to
the value specified and this could lead to confusing results. This PR changes
this to throw an exception if the parameter is specified for an insert or
replace query.
