Allow dictionary encoded column to use a more generic index interface
### Description
Not all dictionary encoded column index is of a String. This PR refactor the
bitmaps class in QueryableIndexIndexableAdapter#getBitmapValues to use a more
generic interface that doesn't assume the value is of String.
This PR has:
