While testing durable shuffle storage, intermittently rate limiting on
DELETE object operations is observed in the logs. Further, sometimes there are
failures in the job due to us trying to open streams on s3 objects which have
been already deleted.
A couple of changes are done to fix these problems :
1. Do the worker level DELETE op only once which cleans up all the
partitions for a stage for that worker
2. When the S3 input stream (Sequence stream of chunks) is closed, avoid the
default behavior of the `SequenceInputStream` to open/close all the chunks.
Since our chunking is lazy, we can just close the current chunk stream and then
exit.
