Most of the other methods that read from the list of tasks in
`HttpRemoteTaskRunner` do not need to acquire locks as this is already a
`ConcurrentMap`.
All of the usages of `getKnownTasks` are either for serving APIs or for
reporting some metrics. So we can safely remove the lock requirement from here.
