As soon as a segment has been marked as unused, we need not continue loading
it.
### Changes
- Cancel loads of segments that are being marked as unused
- Collect all segment IDs that qualify for a `DropRule` and mark them as
unused in batch later. This can take advantage of improvements made to batch
deletes.
- Improve alert messages for segments with no rules and mis-configured
retention rules
- Use functional interface `SegmentDeleteHandler` to mark segments as unused
instead of having to pass the `DruidCoordinator` around
