### Description This PR adds retries to handle the following transient error: ``` com.amazonaws.SdkClientException: Unable to find a region via the region provider chain. ``` ### Test plan I tried setting up MM-less setup locally, didn't put AWS_REGION environment variable in the pod template yaml file. This forces `amazonS3ClientBuilder.build()` step to throw the above error. Verified that retry attempts are being done with the code changes of this PR. Also verified S3 based ingestion and querying to ensure no regressions are introduced.
