### What problem does this feature solve? I have the hide overlap activate but when I hover on a label all the values are shown and I want to show the same values that are shown through the hide overlap. This is what it looks like with the hide overlap without hover:  And this is how it looks with the hide overlap with hover:  I hope it stays the same with hover and without hover. ### What does the proposed API look like?
