On the page: https://fesod.apache.org/community/pmc/nominate-committer/ the process that the PPMC should use is missing the proper first step which is to have a discussion first. At the ASF we always want to have a [DISCUSS] email thread before we ever [VOTE]. In the case of inviting someone to be a Committer and/or PPMC member it is better to discuss first. Some may think that the person needs to make more or better contributions. It is important to make this a discussion and not a vote.
