   ## Description
   
   This change introduces the 
[setup-gradle](https://github.com/gradle/actions/tree/main/setup-gradle) action 
to GitHub Actions workflows. This action replaces the gradle caching 
functionality provided by the setup-java action, as well as the Gradle wrapper 
validation action. This improvement comes with a few benefits:
   
   * Gradle wrapper validation is managed conditionally as part of the 
setup-gradle step
   * Improved caching of local build directories compared to the gradle caching 
provided by setup-java
   * Promotion of build scan links to ge.apache.org in GitHub Actions workflows
       * Build scan links can also be [added to PRs as 
comments](https://github.com/gradle/actions/blob/main/docs/setup-gradle.md#adding-job-summary-as-a-pull-request-comment),
 but I did not enable this for this PR
   * Usage of short-lived access tokens to authenticate with ge.apache.org
