    [FLINK-17725][tests] Disable OkHttpClient timeouts for FileUploadHandlerTest
    
    In order to harden the test case FileUploadHandlerTest, this commit 
disables the timeouts
    of the used OkHttpClient.
    
    This closes #12248.
