[FLINK-40665][ci] Use the Maven wrapper when deploying snapshot jars
- deploy_staging_jars.sh starts with MVN=${MVN:-mvn} and this job never set
MVN, so the deploy ran with the 3.8.6 on the container PATH while the enforcer
requires 3.9.16 since FLINK-40459
- Export the wrapper rather than run_mvn, since this job assembles
CUSTOM_OPTIONS from MVN_GLOBAL_OPTIONS_WITHOUT_MIRROR and supplies its own
settings file
