[FLINK-40777][tests] Run the XA connection tests against PostgreSQL (#250)
- SimpleXaConnectionProviderTest and TransactionIdConnectionTest are
abstract over DatabaseTest, with Derby and PostgreSQL subclasses
- Both roll back leftover prepared transactions after each test and
close the assertBooks connection
- SimpleXaConnectionProviderPrepareTest covers XA_RDONLY from prepare
without a database and replaces both testEmptyTransaction cases
- New testRecoverFindsTransactionPreparedOnAnotherConnection
- PostgresDatabase no longer keeps a stale URL after a container
restart
