[FLINK-41156][build] Bump Testcontainers to 1.21.4
Testcontainers 1.20.1 asks Docker for API version 1.32, which Docker 29
rejects, so no container test can start on the Ubuntu 26.04 runners that
ubuntu-latest is moving to. Same change as 02c7c53 on main.
