[FLINK-41230][build] Declare flink-connector-base as provided
The root pom declared flink-connector-base without a scope, so every
dialect module depended on it at compile scope. Only the core module
overrode it to provided. flink-dist ships flink-connector-base, so a
connector should not bring it in itself.
