    [hotfix][python] Fix Java 8 compilation of PythonTypeUtils
    
    Since 770a086545b, release-1.20 no longer compiles with Java 8:
    
      PythonTypeUtils.java:[1414,45] incompatible types: java.lang.Object[]
      cannot be converted to PythonTypeUtils.DataConverter[]
    
    Through the raw TupleTypeInfo cast, javac 8 infers the result of
    toArray(DataConverter[]::new) as Object[]. Cast to TupleTypeInfo<?>
    instead of the raw type.
