Fixes #3408 Resolve task: Add guardrail fields in cpp/fory/serialization/config.h. Enforce limits in cpp/fory/serialization/collection_serializer.h for list/vector reads. Enforce limits in cpp/fory/serialization/map_serializer.h for map reads. Return Error::invalid_data when a configured limit is exceeded.
