Adds a first-class `kotoba/` sibling next to the other language trees. ## What this is v1 encode/decode of one vendored xlang record: header bitmap, NOT_NULL, VARINT64 type id, zigzag(42). Compiles to host-independent wasm32 with kotoba CLI v0.7.2 (no FFI, no IEEE floats). ## What this is not - Not the full cross-language serializer - Not a drop-in replacement for Java/Python/Go/Rust - Not robotics-ready ## Checks `kotoba/checks.sh` compiles the module and requires a real wasm receipt plus runtime value `1`.
