    GEODE-8624: Support Redis HINCRBYFLOAT command (#5986)
    
    - Switch to using BigDecimal instead of double for increment value.
    - Improve HINCRBYFLOAT output accuracy for very large values.
    - Add concurrency tests.
    - Mark HINCRBYFLOAT as supported.
