Following https://github.com/apache/incubator-gluten/pull/7268, move the new code to a individual rule `PruneNestedColumnsInHiveTableScan`. The reason is `HiveTableScanNestedColumnPruning` actually matches a `project + hive scan` pattern so is not simply offloading a project.
