Hide child plan nodes from `OffloadSingleNode` / `RewriteSingleNode` so we can make sure the implementation code is working on a node rather than working on a tree. So cost-based conditional fallback will be made possible because the rules can be composite arbitrarily in any precedences in rule appliers.
