1. Move pre-configuration code from `GlutenConfig.scala` to `DynamicOffHeapSizingMemoryTarget`. 2. Avoid chaining `DynamicOffHeapSizingMemoryTarget` with Spark consumer because it basically never triggers spills because of its design. The target will manage OOMs by itself. 3.
