### Problem description While attempting to download the dependency libelf-0.8.13.tar.gz from https://fossies.org/linux/misc/old/libelf-0.8.13.tar.gz, the process consistently fails due to connection timeouts when connecting to fossies.org over HTTPS (port 443). The system retries several times but is unable to establish a connection before timing out.
