Iceberg/Hive scans on IBM Cloud Object Storage paths that follow Stocator's
cos://bucket.serviceId/... convention fail natively because Velox's cos://
handling treats "bucket.serviceId" as a literal bucket name. Detect this
pattern (dotted bucket + matching fs.cos.<serviceId>.* Hadoop config) at
scan-validation time and fall back the scan to Spark's Java code path
automatically, instead of requiring
spark.gluten.sql.columnar.filescan/batchscan to be set manually.
Also fixes IcebergScanTransformer.getRootPathsInternal, which returned no
root paths and so skipped scan-path validation entirely for Iceberg scans.
