Review Comment:
   Thanks @rui-mo and @zhztheplayer. Implemented it. Both Delta 3.3 and 4.x 
regression suites now capture the statistics tracker's task-local transformed 
plan, assert that at least one plan was observed for the write, and verify that 
every captured plan contains `HashAggregateExecTransformer`. This prevents a 
write that falls back entirely to vanilla Delta from silently passing.
   
   The hook is enabled only in test mode. These local-mode tests capture plans 
in a thread-safe queue, and the observer is scoped around the write with 
cleanup in `finally`. Normal production execution does not invoke the callback.
