## What changes are proposed in this pull request? **Do not merge.** This is a test PR for #13271 (Delta on Spark 4.2). It is #13271's branch plus one test-only commit: - It makes the Delta Spark UT pipeline default to Spark 4.2. A PR run then records the Spark 4.2 failure list from Delta v4.4.1's tests in the `delta-spark-ut-known-failures` artifact. The committed baseline is Spark 4.1's, so the shards are expected to go red. - It skips the Velox backend workflows. #13271 already ran them green on the same code.
