## What changes are proposed in this pull request? #5941 moved `dev/license-header.py` to `.github/workflows/util/`, but `dev/check.py` still calls the old path. So `dev/check.py header main`, which `CONTRIBUTING.md`, `AGENTS.md` and `HowToRelease.md` tell people to run, fails with exit code 127. This points it at the moved script. ## How was this patch tested? With a new file missing its header, `dev/check.py header main` now reports it, `--fix` adds the header, and a recheck passes.
