## What changes are proposed in this pull request? `build/mvn` downloads the pinned Maven (`maven.version`, now 3.9.16) from Maven Central only. The CI images don't ship that version, so every CI job that calls `build/mvn` downloads it again. Central sometimes answers CI runners with 403 or 404, and `curl --retry` / `wget --tries` don't retry those, so the job fails before anything is built. This makes `build/mvn` try three sources in order and fail only if all three fail: 1. Maven Central (as today) 2. the Apache CDN, `dlcdn.apache.org` (current releases) 3. the Apache archive, `archive.apache.org` (every release) All three serve the same file (same SHA-512 for 3.9.16). Behaviour is unchanged when Central works, and the `wget` path gets the same fallback.
