### Description I would like to provide ECS-based self-hosted GitHub Actions runners to enable CI builds and tests for the Bolt backend in Apache Gluten. I can prepare the ECS instances, install and configure the runner application, and set up the required build and test environment. Community assistance is needed to: - Coordinate with repository or organization administrators to approve the integration and register the runners. - Agree on runner labels and ensure the runners are available to `apache/gluten`. - Configure Bolt CI workflows to target these runners and agree on the initial set of jobs to run.
