## What changes are proposed in this pull request? `GlutenRowQueueSuite` is enabled for Spark 4.0, but the spark41 and spark42 `VeloxTestSettings` still have it as `// TODO: 4.x enableSuite[GlutenRowQueueSuite]`. The TODO came with #11512 and no failure is recorded for it. The suite tests Spark's `InMemoryRowQueue`, `DiskRowQueue` and `HybridRowQueue` directly and does not run a query, and all 7 tests pass on both versions. This enables it for Spark 4.1 and 4.2. Part of #11339 ## How was this patch tested? Ran `GlutenRowQueueSuite` with `-Pspark-4.1` and `-Pspark-4.2` (Scala 2.13, Java 17). All 7 tests pass on both: `in-memory queue`, `disk queue` with encryption off and on, and `hybrid queue` with offHeap true and false, each with encryption off and on. ## Was this patch authored or co-authored using generative AI tooling?
