### Describe the bug, including details regarding any error messages, version, and platform. The Java SDK CI `Code Format Check` step fails while reading the reactor, before any module is built: `'build.pluginManagement.plugins.plugin.(groupId:artifactId)' must be unique but found duplicate declaration of plugin org.apache.maven.plugins:maven-install-plugin @ line 257` `maven-projects/java/pom.xml` declares `maven-install-plugin` twice in `pluginManagement` (2.5.1 without a groupId, 2.5.2 with it), which resolve to the same plugin. Older Maven only warns, and Maven's effective model already uses 2.5.2. The GitHub-hosted runner now rejects it: the last passing run was on 2026-09-24, and runs on `main` (d7fe558) and on new PRs fail the same way. Every PR touching the Java SDK is blocked until the duplicate is removed.
