[MINOR] Bump the version to 0.8.0-incubating-SNAPSHOT (#5405)
### What changes were proposed in this pull request?
Bump the version to 0.8.0-incubating-SNAPSHOT for main branch.
### Why are the changes needed?
For the release preparation.
