   - `AuthorizationMetadataApi`: Declares a set of required privileges for a 
given `metadataType`.
   - `AuthorizationExpressionApi`: Uses a permission expression to describe 
more flexible combinations of privileges.
   - `AuthorizationMetadata`: Marks a method parameter as an identifier of the 
specified `metadataType`, to be used in subsequent permission checks.
    API indicates that these two annotations apply at the API layer.
