### What changes were proposed in this pull request?
1. Fix JsonDateSerializer to serialize dates in UTC.
2. Add unit test for it.
### Why are the changes needed?
Ensure dates are always formatted in UTC.
Fix: #8204

Tested locally. All unit tests passed.
