### What changes were proposed in this pull request?
This PR is aimed at implementing the following classes corresponding to the
Java client.
TableChange.java
- TableChange
In this PR, the approach to implementing the above class conforms to the
following classes for consistent coding style.
- MetalakeChange (metalake_change.py)
- SchemaChange (schema_change.py)
- FilesetChange (fileset_change.py)
### Why are the changes needed?
We need to support python client for table operations.
