### Describe the subtask
This issue does the following things
- Create a submodule under ${GRAVITINO_HOME}/catalogs named
`catalog-generic-lakehouse` in catalogs/
- Add basic framework and related classes like `GenericLakehouseCatalog`,
`GenericLakehouseCatalogOperations`, without detailed implementation
- Support Gradle operations, such as packages, distribution
