[MINOR] Update the collaborators to remove the committers (#9578)
### What changes were proposed in this pull request?
Update the collaborator list to remove the names who are already
committers.
### Why are the changes needed?
The removed names are already committers, so no need to keep them in the
collaborator list.
### Does this PR introduce _any_ user-facing change?
No.
