### What changes were proposed in this pull request? This pull request makes a minor dependency update, upgrading the `testcontainers` library version in the `gradle/libs.versions.toml` file. This brings in the latest features and bug fixes from the `testcontainers` library. ### Why are the changes needed? To fix the failure to launch docker conatiners.
