Review Comment:
   The PR description states that `recommend-strategy-type` was implemented as 
a CLI command flow, but it does not appear in the `OptimizerCommandType` enum 
or in `COMMAND_HANDLERS`. The `Recommender.recommendForStrategyType()` method 
was updated to return `List<RecommendationResult>` but it is not wired into any 
CLI command executor. If this command is intended to be exposed, a 
corresponding `OptimizerCommandType.RECOMMEND_STRATEGY_TYPE` entry, 
`CommandOptionSpec`, and `OptimizerCommandExecutor` implementation are missing. 
If it is intentionally not exposed yet, the PR description is misleading.
