[#10567] improvement: Move .claude/skills to agent-skills directory (#10568)
## What changes were proposed in this pull request?
Move the shared agent skills from `.claude/skills/` to `agent-skills/`
directory, and add `.claude` to `.gitignore`.
## Why are the changes needed?
The `.claude` directory configuration may vary across different users,
so it should not be committed to the repository.
Fixes #10567.
## Does this PR introduce _any_ user-facing change?
No.
