### Describe the proposal This epic tracks the work to add bulk access-control APIs and corresponding listener events for users, groups, and roles. The API PRs add bulk add/remove operations and common bulk result handling. The event PRs will add the corresponding listener events separately, so each PR remains focused and easier to review.
