### What changes were proposed in this pull request? This PR adds a TMS UI design document and a mockup image for the proposed Gravitino Table Maintenance Service UI. The design covers: - TMS Overview - TMS Policy Management - TMS Table Management - TMS Job Management for TMS policy-generated jobs only ### Why are the changes needed? The TMS UI needs a clear product structure before implementation. This document defines the policy-to-table-to-job workflow, including policy editing, candidate ranking, decision transparency, and TMS-generated job tracking.
