Scope refinement from the multi-node consistency review: - Keep this issue focused on removing the generic relation cache, relation-specific SPI methods, and reverse indexes. - Before closing, publish representative before/after results for APIs that still use relation operations: backend statement count, hierarchy depth/cardinality, p95/p99 latency, and database QPS. - #12152 tracks the concrete batch-query mitigation for tag/policy inheritance so this issue does not need to reintroduce generic relation caching.
