### Describe the proposal Child of #12187. Extend the table reference pattern to functions, models, filesets, views, and topics. Each uses the same deleted query, exact ID read, strong ETag, conditional PATCH, latest-generation, replay, and typed-error semantics. Each task includes its complete metadata-only vertical slice. Recovery does not recreate or reconcile downstream resources.
