This PR adds a formatting standard for `design-docs/` (markdownlint defaults plus a short override list, enforced with rumdl) and pointers so people and agents know how to write a design doc vs how to format one. Existing tables are not rewritten; CI warns until a follow-up formats the corpus. Review focus: - The standard in `design-docs/markdown-formatting.md` and the local-blocking vs CI-warn split - The authoring entry point in `design-docs/README.md` Related to #12617.
