   Agreed. I will document on `CatalogRegistrationPolicy` that a configured

Review Comment:
   I think `validateRuntimeClass` better describes the intent here. The helper 
validates that a required runtime class is non-blank and loadable without 
initialization, then reports a clear configuration error otherwise. 
`loadRuntimeClass` would imply that the loaded `Class` is returned or used 
afterward, so I will keep the current name.
