### What changes were proposed in this pull request? - Add `-PskipDockerTestsForProjects` to disable Docker tests for specific projects, and make the effective `dockerTest` flag a Test task input so results with and without Docker are never reused for each other. - The `build` job runs `:core:test` with H2 only, so core no longer holds the shared Docker test lock. A new `core-docker-test` job runs core against MySQL/PostgreSQL in parallel. - Add step timeouts and a watchdog (`dev/ci/dump_test_threads_after.sh`) that prints thread dumps of running test JVMs shortly before the timeout. ### Why are the changes needed? A healthy `build (17)` job takes 85–90 minutes against a 120-minute limit. `:core:test` takes ~45 minutes and holds the shared Docker lock, so every other Docker test project waits behind it. When core hung (#13462), the job sat silent for ~90 minutes with no hint of which test was stuck. ### Does this PR introduce _any_ user-facing change?
