   ### What changes were proposed in this pull request?
   
   Map optimistic-lock conflict code `1012` to `OptimisticLockException` in the 
Java and Python clients. Add handler tests and retry guidance.
   
   ### Why are the changes needed?
   
   Clients currently surface concurrent metadata changes as generic REST 
errors, so callers cannot handle this conflict explicitly.
   
   Fix: #12207
   
   ### Does this PR introduce _any_ user-facing change?
   
   Java and Python callers can catch `OptimisticLockException` when an alter or 
drop conflicts with another writer.
   
   ### How was this patch tested?
   
   - `./gradlew :clients:client-java:test --tests 
org.apache.gravitino.client.TestErrorHandlers -PskipITs`
   - `python -m pytest tests/unittests/test_error_handler.py -q`
   - Java Spotless check and Python Black check
