Yes, this PR depends on #12867 for the privileges, ownership hooks, and authorization expressions, and on #12625 for the create/load REST APIs. I kept it separate so the foundation and caller-facing validation can be reviewed independently. The branch includes both dependencies, which is why their changes appear in the diff. Once they merge, I’ll rebase to leave only the REST authorization and source-validation changes.
