   ### What changes were proposed in this pull request?
   
   Adds the release-notes blog post for Apache Gravitino 1.3.1, and adds 
`bharos` to `blog/authors.yml`.
   
   The post follows the structure used for 1.2.1 (#131): a short intro, an 
**Improvements** section and a **Bug Fixes** section, each grouped by area, 
with every entry linking to its issue.
   
   1.3.1 contains 225 changes between `v1.3.0` and `v1.3.1` (149 fixes, 30 
improvements, 11 features). The post cites 184 distinct issues; the remainder 
are CI, flaky-test and internal-only commits that are not user-visible.
   
   Notable content:
   - Tag support for views and functions across core, the Java client and the 
Python client
   - View APIs added to the Python client
   - Extension SPIs for the Trino (`CatalogConnectorAdapterProvider`), Spark 
(`SparkCatalogExtension`) and Flink connectors
   - UBI-based Docker images for the Trino, Flink and Spark connectors
   - Doris 3.0+/4.0.x compatibility and a large set of ClickHouse type-mapping 
fixes
   - LICENSE/NOTICE corrections across the distributions
   
   ### Why are the changes needed?
   
   The 1.3.1 vote passed and the release is being published. Part of the 
release epic #12755.
   
   ### Does this PR introduce any user-facing change?
   
   Yes — a new blog post on the website.
   
   ### How was this patch tested?
   
   `pnpm run build` passes locally (Node 20, Docusaurus 3.4.0). Verified in the 
built output that the post renders, the author resolves, and all 191 issue 
links are emitted. Every cited issue number was cross-checked against the 
actual `v1.3.0..v1.3.1` commit subjects — two commits carry no issue reference 
and are intentionally listed without a link.
   
   The broken-link warnings in the build are pre-existing and unrelated to this 
post.
   
   ### Note for reviewers
   
   Two things worth a second pair of eyes:
   - The wording of the intro paragraph and the grouping of sections.
   - "Drop Trino 435-439 support" (#12707) is deliberately **not** listed: it 
was applied on 2026-08-31 and reverted on 2026-09-02, and 
`gravitino-trino-connector-435-439-1.3.1.tar.gz` ships in the release.
   
   Draft until the release notes content has been reviewed.
