Added regression coverage for the five specialized mapping tables in a new
module,
`clients/client-python/tests/unittests/test_code_mapping_error_handler.py` (9
tests):

   - Parameterized `subTest` cases for the function, model, job, tag, and
secret handlers, built from explicit wire `code`/`type` values with locally
defined expected exceptions (not derived from `_code_exception_map`).
   - Known-code/unknown-type fallback, unknown-code fallback, and messages
carrying server stack entries.
   - One test entering `FUNCTION_ERROR_HANDLER` through a real `HTTPClient`
error response.

Verification: full unit suite passes (1181 tests, was 1172); Pylint 4.0.5
passes on `gravitino`, `tests`, and `scripts`. Clearing `_code_exception_map`
on all five handlers now makes these tests fail (26 errors), so the mappings
are protected.

The `pylintrc` `too-many-arguments` change is kept here since you noted it
is acceptable; I can split it into a separate PR if you prefer.
